No Jacksonville is not considered to be Central Florida. Volusia County is the northernmost part of what is considered to be Central Florida. Volusia County is around 100 miles to the south of Jacksonville Florida depending on where you start and begin traveling or measuring. Jacksonville is in North Florida.
Central Florida is only descriptive in nature. There are no political or taxing considerations of living in Central and South Florida. North Florida is around 360 miles from east to west in North Florida so it is usually described as North Florida or the panhandle of Florida. The panhandle is also referred to as LA or lower Alabama by some Floridians. Fun fact, Some natives in the panhandle say Flor-duh instead of Flori-da absolutely no joke.
Central Florida and South Florida have the best attractions and far more tourist. Orlando International Airport in Central Florida has 70,000,000 people a year fly into it. Over 50,000,000 are headed to Walt Disney World. Nighttime temperatures and cool fall weather make Orlando the perfect place for the theme parks and even the many state parks in Orlando FL and other cities nearby. Average highs in the winter are 75 and lows ranging in the mid fifties at night. Often admittance to some amazing state parks is less then $10 per carload.
Central Cities and Coastal Areas are seeing an improvement in public transportation. The metropolitan area of Orlando is leading the way. The Tampa Bay area offers some free public transportation but mainly just downtown and to the local poor and senior citizens. Recently the Brightline opened which is a high speed rail between Orlando International Airport and Miami and you need to purchase tickets far in advance.
Local attractions and places of interest include Daytona Beach, Port Canaveral, Cocoa Beach Florida and many other a beach community along the east coast until reaching Palm Beach County. The counties in South Florida are typically rather sparse as you get further from the east coast. Del Ray Beach, Boca Raton, Fort Lauderdale, Miami and Ultimately the Florida Keys.
