Yes the downtown Tampa trolley is free, for now. The Florida Department of Transportation or Florida DOT awarded (grant) $700,000 to the Hillsborough Transit Authority who is the operator of the Tampa trolley. The funs are to assure the TECO line streetcar system does remain free through the Hillsborough County fiscal year 2024.
Service hours? Yes the streetcar is not available 24/7. There is such a thing as Extended Streetcar Service though. The Extended streetcar service is for approved special events but namely only the convention center Amalie Arena events like for example a Tampa Bay Lightning game. During these periods of extended streetcar service the trolley runs every 15 minutes and helps accommodate crowds back to their vehicles, homes parking garages etcetera. Normal hours should be the following.
Monday-Thursday From 7 AM till 11 PM
Friday 7 AM till 2 AM
Saturday 8:30 AM till 2 AM
Sunday 8:30 AM till 11PM
As ridership grows hopefully so will the route. Right now passengers can travel from Ybor City, the Channel District by the Tampa Riverwalk to the west side of Downtown Tampa with 11 total stops. Riders should expect to wait 12 to 15 minutes for a trolley if none are within sight after all they operate on the same rail and for now cost zero.
