No you do not need a car in downtown Tampa. Downtown Tampa is a very walkable city and that means everything you need is within walking distance. Living without a car is very easy. Not to mention the TECO line streetcar is still free as of the day I am writing this and through fiscal year 2024.
Electric scooters, a bike, Pirate Water Taxi and some public transport options are available and suitable to go without a car in downtown Tampa. You can safely walk to restaurants, the University, the Tampa Riverwalk and any destination around downtown Tampa. There are a few areas to the north to avoid and during the summer it does get rather hot but shorter walks during the day are fine. Yes, I actually walk around downtown Tampa myself all of the time.
The Trolley aka The TECO Line streetcar. This runs from the west side of downtown Tampa down along the Garrison Channel & Channel District all of the way to Ybor City and its cost is currently free. Waiting times vary from 10 to 15 minutes max but it does not operate 24 hours a day, however, neither do we.
The Florida Aquarium, the convention center, Amalie Arena, bars, restaurants, Glazer Children's Museum, Harbour Island, Tampa Riverwalk, Tampa Museum of Modern Art and although a stretch some would say Ybor City. Ybor City is primarily for restaurants and definitely a hot spot on Saturday nights.
To live in Tampa Bay most people will need a car. Overall public transport is still lagging way behind where it could be. I love Tampa Bay and Tampa FL but I own my own car and need it to get around Tampa. I wont even take a bus or taxi to and from the airport not to mention the beach. That being said, if I lived in downtown Tampa and only worked there I would not need any cars.
