2.7 miles is how far it is to the beach from Downtown Tampa. That beach is Davis Beach which is shown above. There is a dog park, dog beach and a traditional beach overlooking a marina and the seaplane basin. I will cover other nearby options below starting with the closest public beaches.
Often overlooked but with a white sand beach and overlooking Tampa Bay. Nature lovers may like this beach area and it has decent facilities. Good parking, relatively spars crowds, private boat ramp and not far from WestShore Plaza and numerous restaurants. You will find picnic tables, calm waters, bird watching and this is the closest beach with palm trees for most Tampa residents.
One of the best white sand beaches and an Old Tampa Bay beach is Ben T Davis Beach on the southeast side of The Courtney Campbell Causeway connecting Tampa FL to Clearwater Beach or rather Clearwater Florida. This is #1 in the rankings of the best beaches in Tampa because of the amenities offered. Not only is there powdery white sand but there is hiking trails, places to eat and to drink.
The best Tampa Bay Beaches and in the order above are Clearwater Beach and St Pete Beach which you may hear called St Petersburg Beach. These are both on the gulf coast and definitely qualify as expansive white sand beaches full equipped for tourism. Barrier Island, Gulf of Mexico, Tampa Bay area, sandy beach, beach bars, picnic shelters, piers, ocean waves, sea turtles, seafood restaurants, cabana rental and limitless beach activities. Why would you head anywhere else?

Believe it or not I intentionally left a couple out and a few parks. There are more here than you will ever need. However, you will be able to find the beaches in Tampa Bay that give a variety of experiences. You may even want to venture up to Honeymoon Island State Park. For an awesome day, just grab you money & supplies then head to Clearwater Beach. It is worth the trip.
