The south part of Tampa is safe to live. That is the safest part of Tampa to live in. There are safe parts of Tampa to the north of Interstate-4 that I would not hesitate to move to. However there are places I would leave the city before living in with my family.
Downtown Tampa can be safe, and parts of it are not. The northern part of downtown Tampa begins to get more interesting and has less foot traffic. There is a reason for this so follow your instinct which will guide you. In most places that you see young professionals in downtown Tampa basic precautions will be adequate for a lifetime. Just secure your vehicle like you should do anyway and keep valuables out of sight.
Downtown Tampa has a lot of foot traffic and the city police and Hillsborough County Sheriffs Office patrol it constantly. There are thousands of tourist and many condominium based Tampa neighborhoods along the Channel District and Water Street, the Tampa Riverwalk etc.
There are 4 neighborhoods in Tampa that I would consider the safest for young families. I review statistics all of the time and have ben to just about every site I could find that was credible. Not to mention the time I have been here.
If I was looking to move to one of the safest Tampa neighborhoods I would look to Harbour Island, Davis Islands, South Tampa or New Tampa to the northeast. I know there are many more but that is where I would look. Hyde Park is a possibility but not the first place I would look for a family friendly neighborhood. But I do like Hyde Park Village.
Hyde Park, Hyde Park Village & SOHO are the main draws as is downtown Tampa Florida. The college is also a big draw for students searching for desirable neighborhoods close to these areas. If you are not familiar with this area it is beside Hillsborough Bay and between downtown Tampa and the Tampa International Airport.
Affluent neighborhoods are not crime free. But realistically they are not among the crime rates you will find to the north. Although a tight knit community can also have lower crime rates many of the best neighborhoods also have gated entrances which do have an impact on crime rates.
Well no, not in my opinion other than to visit which I do often and I have never had a problem. But would I live there or on the north side of it? probably not which I guess is a reason homes are less expensive there or at least part of the reason. Everything there is within walking distance and there are many quaint bungalows but, check out the stats or just walk around downtown on Saturday Night. More of a party town than most of Tampa FL.
