Harbour Island and Palma Ceia are probably the safest neighborhoods in Tampa. The safest actual city is very debatable. Parts of Tampa FL are just as safe as most cities area. There are areas of Tampa Bay that do have much more crime but they are avoidable.
Yes Tamp Bay is both a safe place and a great place to live. I have lived in some fairly dangerous places in South Miami that were much worse than here. If you practice very basic precautions most likely you may not even witness a crime affecting anyone. Lock doors, keep temptations out of view of those who may relieve you of them.
Typically crime in a gated community is lower depending on what crimes we are discussing. Criminals like easy targets and the availability to leave quickly. The best neighborhoods and gated communities hinder both of those and certainly lower automotive traffic especially guarded communities or ones with modern gates. The same goes for parking garages in condominiums. Guarded entrances have less crime but you pay for it with higher fees as apposed to insurance.
The safest neighborhoods in Tampa Bay or for that matter Hillsborough County are all tight knit and typically will have young professionals and community events. An affluent neighborhood with homes over a million dollars (average) will typically fit that criteria. The HOA is a great lace to start your questioning. A local operated HOA is typically more likely to be involved with the members socially.
If you are in that middle class group and looking to move to Tampa but are a little flexible I would suggest Harbour Island. The crime statistics there look reasonable compared to the Tampa Bay area and even the national average.
