Yes, Tampa is safe to walk around. The Tampa Bay area and Tampa Florida in general are very safe to walk around. Like most major metropolitan areas there are places which are not as safe within both the Tampa Bay area and Tampa FL.
In general stay where there are crowds and there is plenty of light. Northern Tampa FL has more crime than most of the southern part of the downtown area and that safe area includes the Tampa Riverwalk. There are usually always plenty of people around those parts as well. If you look around and there is nobody there, there may be a reason.
Violent crime in Tampa is rather high when compared to the national average. However, that violent crime is not typical for the Tampa Bay area as a whole or for the city of Tampa FL. Most of it is restricted to north of Downtown Tampa and Ybor City, around the university to in North Tampa and a couple of other secluded parts. As a whole is Downtown Tampa safe ? Yes, that is why so many young and old walk around there.
I am a retired Federal Marshal and I actually worked in a Federal Prison for 13 years. My advice to you is to follow your gut instincts and avoid bad areas. However, I have found people's gut instincts get a lot better after they have been a victim of atleast property crime. Keep your valuables out of sight in your car and don't leave your garage open. Also, don't leave valuables in the back of your truck. Let someone else learn those lessons. Be smart, and less likely to fall victim to Tampa Crime.
