No Tampa is not close to Miami depending on what you mean or are comparing the distance to. Drive time to Miami is long, train ride is really long, bus ride is really long but a flight is relatively quick and inexpensive other than handling transport to and from the airport. Miami Airport does have a train station like most major cities but Tampa International Airport does not.
we actually make this trip far to often as our family lives in South Florida where as we chose Florida's gulf coast (west coast) because, well so many reasons. The driving distance beginning at 3:30 AM is still about 4 hours and eight minutes to 4:45 hours depending on your route and hoping for no accidents or rainy weather. The shortest route is down Florida's gulf coast and the slowest goes by Lake Okeechobee and neither are scenic. The latter is Alligator Alley.
If you are headed to Miami Beach or South Beach this is the best mode of travel time wise. Flying from Tampa International Airport to Miami International Airport includes transport issues, flight delays and potentially other types of delays luggage etc. Both cities have beautiful beaches, maybe just visit Tampa's.
If you want to experience it the train takes about five and a half hours and costs around $40. This may actually be a good fit for you. Miami has a decent public transit system and you will not hit traffic (we hope) by taking a train. Parking lots are available at both ends and this is a decent way to reach Miami. Someday maybe we will get the high speed rail but for now it is Amtrak departing in downtown Tampa and this may be the most relaxing way to reach Miami FL.
