In a word, no. At least not very often. You could go your entire life in Tamp Bay without a direct hit from a hurricane for example. However, that is how I define a natural disaster. If you are interested in a smaller scale application of the natural disaster definition then yes, Tampa Bay residents are subject to more localized natural disasters.
Flooding, lightening, tornadoes and occasional topical storm or hurricane winds all affect Tampa Bay. The last major storm to directly hit Tampa Bay was nearly 100 years ago. However, if your home suffers from local yet catastrophic flooding, a lightning strike or sever winds you will definitely feel like you were subject to a natural disaster. As anyone who has viewed Tampa Bay on a map knows there is a lot of water all around, almost everywhere you look and of course storm surge flooding is always a concern during hurricane season.
