Yes, in Tampa Bay you can swim in the Atlantic Ocean. The Gulf of Mexico is actually part of the Atlantic Ocean and so is Tampa Bay (the actual bay), Hillsborough Bay etc. All locals that I know refer to the ocean here as the Gulf or the Gulf of Mexico.
The Tampa Bay area is very large and covers much more area than just The city of Tampa Florida. For example Tampa Bay includes Clearwater Florida and Clearwater Beach, St Petersburg Florida and St Pete Beach are also both in Tampa Bay.
Rarely will you hear something like that said. Occasionally because of tide or when the gulf stream has issues fecal pollution may be an issue in sensitive areas. With a storm approaching and bad weather conditions swimming may be hazardous but you will have warning signs posted. Rip currents are occasionally a factor in the summer months but most of the time they can be dealt with. Follow the local safety guidelines and you will have a great time just like tens of thousands of others.
Boating, fishing, kayaking and more can all be done in the Tampa Bay area. The weather forecast is is typically perfect for just about anything outdoors, even in December & January. Just take some common sense precautions and follow the advise of local authorities and you can swim in Tampa till your heart is content. Mind the water temperature in January and consider swimsuit cover up. Beach conditions will be fine.
