Yes, Tampa is a safe city to live. The overall Tampa crime rate is lower than Orlando and Miami as a whole in my opinion and I have lived in all 3 areas. There are parts of town that have more property crime and violent crime. Those areas are avoidable as a general rule and you can make yourself a less desirable target.
Downtown Tampa does have crime just like most major cities. It is not advisable to leave your valuables unsecured or walk in an area that your instinct tells you to avoid. I have walked all around Downtown Tampa during both day an night and as a general rule have seen no issues. Especially in the more socially active places. Statistically in Tampa about 6 people out of 1000 will be the victim of a violent crime and about 16 out of 1000 people will be the victim of some type of property crime.
Tampa FL is more dangerous than 80% of cities in the united states. However, this is a vacation and Florida vacation town and typically there is more property crime in those types of areas. You would be surprised how many people still leave their valuables within eyesight in their car and place themselves in bad situations. Practice general precautions and you will be safer than most. That being said bad things can happen to great people.
Downtown Tampa and immediately to the north are some of the dangerous parts of the city. It is also statistically more crime ridden near Tampa FL University. The safer Tampa neighborhoods are Davis Islands, Harbour island, New Tampa and Heritage Isles.
