Rent is cheaper in Orlando Florida. Orlando is one of the larger Florida cities and the Greater Orlando Metropolitan area is massive. There are parts where rent is extremely high, then there is most of Orlando where it is affordable housing.
Compared to the rest of FL Tampa does have some fairly high rent. In parts of the city specifically north of Interstate 4 rent is lower but still higher than average for Florida cities. That is likely because homeowner's insurance and property taxes are both fairly high in Tampa Bay.
Most of FL Orlando included has reasonable rent and cost of living index. Being an inland city insurance is also less expensive on the home or apartment owners. If you review both community and economic research for Tampa FL and Orlando Florida you will find both have a decent job market. Other than Lake Eola Tampa FL has the nicer parks hands down.
There is much more than just the average rental costs to be considered in a Florida city. When you get close to the ocean prices just go up. However there are more entertainment options and many of them are free like the beaches and boardwalks. Groceries and food costs may however be higher. In Florida the minimum wage is higher than the federal minimum wage and is scheduled to increase again yearly for some time.
Most major cities have some form of public transit. Orlando actually is way ahead of Tampa FL in this regard. Downtown Tampa has the TECO Line and an Amtrak Station but that is still behind what a tourist destination should have. Public transit and rental costs are lower in Orlando.
