Clermont Florida is the safest part of Central Florida. When you look at the crime rates and the threat of hurricanes etcetera then Clermont Florida is the safest city and clear winner in Central Florida. Next to Clermont Winter Garden FL and Windermere FL are great options and low overall threat in the greater Orlando area.
Oviedo Florida is to be preferred over neighboring Winter Park and downtown Orlando. Lake Nona is Ok and crime is low so should be considered among decent places to live. The prices are high but the theme parks and Atlantic Coast are fairly close proximity.
Thornton Park, Baldwin Park and other places to live like College Park can all be considered an Orlando neighborhood. Property crimes and violent crimes are not that uncommon. In the city limits of Orlando I would always be cautious just like in Tampa or any major cities. Secure your valuables and don't become one of the crime statistics for the property crime rate.
As for parts, if you get away from the big cities you will have lower crime rates. Living in safest cities you are better off in a higher end gated and guarded community like Keenes Pointe or Isleworth but not everyone can afford that. In the Tampa FL area Harbour Island, Davis Islands and New Tampa are safer as far as crime rats go. However even though Tampa has not had a direct hurricane strike in 100 years it is exposed so consider than when choosing a place to live.
Based on crime statistics and overall threat of storms North Palm Beach Florida is the clear winner on the Atlantic Coase. Satellite Beach Florida is probably the best beach town place to live on the East Coast (Atlantic Ocean). The Gulf Coast in South Florida Cape Coral has a low crime rate, great schools, low median home price and is a great city. A big city is realistically an hour away from you to the north. The crime data in the Sunshine State is fairly easy to research. Picking the safest neighborhoods from both storms and crime rates is a little more complex.
